Top speed isn't dictated by power to weight ratio. The limiting factor for a vehicle's top speed is it's aerodynamics. The power needed to overcome the aerodynamic drag generally increases relative to the drag coefficient of the vehicle and the velocity of the vehicle squared. The top speed of a vehicle is attained when the force transferred between the wheels of the vehicle and the pavement is equal to the drag force. (assuming the vehicle is geared for a great enough speed) What does this mean? Basically that this car will go faster than 214mph.
